A company named Wu Zhou Han Feng 五洲汉风 got this contract worth ￥35,200,000.00 (source). The agreed services include setting up and maintaining the website of Confucius Institute Online. The web address is www.Chinese.cn

We couldn't find the website of the company Wu Zhou Han Feng 五洲汉风 on the Internet, this company is controlled by Office of Chinese Language Council International (known as “Hanban” for short). The Chinese Language Council International is composed of members from 12 state ministries and commissions, their website can be found at www.HanBan.org
